What is the difference between the Care Value Base and Children's Rights?

I am currenty researching about the Care Value Base and Children's Rights in relation to my coursework- involving the rights of service users when accessing a service. I was just wondering if anyone tell me what the differences are between the two because I have confused myself so much. And although the care Value base is about value and beliefs, surely that's interlinks with Children's Rights? But I was on the understanding that they were separate?
