b^0 (ones place)
b^1 (b's place)
b^2
b^3
etc
Think about base 10
1's, 10's, 100's (10^2), 1000's(10^3), ...
Now you will need digits up to 1 less digit than b.
{0,1,2,...b-1} since 10 always represents the base.
Ex: base 7
0,1,2,3,4,5,6,10,11,12,13,14,15,16,20,.鈥?br>
16 means one base and 6 units = 7+6=13
then 20 means 2 bases= 14
